2KR Agro and Food Technology Project commenced in 2002 by the Industrial Technology Institute (ITI) with Japanese counterpart aid of Rs. Million 460 and Rs. Million 100 of domestic funds. Later the Domestic Funds was increased to Rs. Million 400.
It was first planned to be constructed in the ITI premises in Baudhaloka Mawatha, Colombo 07. However, construction was not permitted since proposed area earmarked as “Public & Recreational Zone” and high rise buildings were not permitted.
In December 2004 the Cabinet granted approval to purchase 22 acre land in Malabe IT Park and build the Agro and Food technology building, to sell the Bauddhaloka premises and to seek donor funds to build other laboratories.
Due to acquisition issues, only a 10 acre block was available in the Malabe IT Park. Engineering Consultants Ltd., (ECL) designed the Master Plan on advice by the Urban Development Authority (UDA).
Based on availability of funds, the plan was separated into three distinct phases.

In Nov 2007 MOU was signed between UDA and ITI and construction commenced in June 2009. Administration Building (Phase 1) was completed in June 2010.
For the Biotechnology Centre (Phase 1), the piling was completed in May 2010 and is now being constructed. Target completion date is February 2012.
